The thesis achieves this firstly by examining how the local community are represented within the festival planning process with a view to their inclusion and secondly by tracking the culturally motivated decisions organisers made within the planning process through to the effects or repercussions they had within the delivery of the festival event programme. The thesis explores the term `local community` from the perspective of how it is embraced practically by the organisers of a local community cultural festival in a small city in the middle of England. The thesis examines the efforts to identify appropriate cultural contexts for the use of the widely accepted perspective of `the local community` within a cultural festival.
